On this page, we’ll explain a special activity visa issued by Osaka-city.

Osaka-city is approved for a “Foreign Entrepreneurial Promotion Implementation Group” by the Ministry of Economy, Trade and Industry (METI)’s Foreign Entrepreneurial Activities Promotion Project.

Based on this approval, Osaka-city issues special activity visa for foreign people.

This visa is different from that of the Immigration Bureau.

Those entrepreneurs to start business in Osaka-city are able to stay for preparations up to a year by utilizing this system.

大阪おおさか市しは、経済けいざい産業さんぎょう省しょうの外国がいこく人じん起業きぎょう活動かつどう促進そくしん事業じぎょうで「外国人起業促進実施じっし団体だんたい」として認定にんていをされました。

この認定にもとづき、大阪市は外国人に独自どくじビザを発給はっきゅうします。

このビザは出しゅつ入国にゅうこく在留ざいりゅう管理かんり局きょくが発給するものとはちがいます。

大阪市内ないで起業を目指めざす外国人は、この制度せいどを利用りようすることで、最長さいちょう1年いちねん間かん、起業準備じゅんびのため日本にほんに在留することができます。

Application procedure is as follows:

大阪市は、書類を提出できる人と提出できる場所を以下のように決きめています。

1. Applicant

Those who applied to the Osaka Regional Immigration Bureau via either the Japan Federation of Bar Associations or Japan Federation of Certified Administrative Procedures Legal Specialists Associations

3.Member of applicant’s company

4.Those who are asked to establish company by applicant (if corporate, by its member).

１申請しんせい者しゃ本人ほんにん

２弁護士べんごしまたは行政書士ぎょうせいしょしで所属しょぞくする弁護士会かいまたは行政書士会を経由けいゆして名古屋なごや出入国在留管理局長に届とどけ出でた人

３申請者が経営けいえいすることとなる事業の日本でのオフィスのスタッフ

４日本でのオフィスをもつことについて、申請者本人から頼たのまれている人（企業のときは、そのスタッフ）
※２から４の人がもってくるなら、申請者本人との関係かんけいがわかる資料しりょうとその立場たちばにあることを証明しょうめいする資料を提出してください。

Its local domestic product is approximately 20 trillion yen which is the biggest amount among the 12 major government-designated cities with more than 500,000 population.

Natural Environment：大阪市の自然環境

Osaka-city is a port town located in the river mouth of the Yodo river. It has been playing an important role for water transportation between Setonaikai and Kyoto for a long time, and still the center of logistics. Its landscape is mainly flat, but there are some places over 20 meters sea-level. It is warm throughout the year, and hot and humid in summer where they have intensive hot weather (referred Wikipedia) .

Its industrial characteristic is “a town of SMB”. The SMB occupies 65% of Osaka-prefecture’s industrial output. There are many SMB that dominate global market with their own unique technology. Moreover, Osaka is a town of rationalism/ strong entrepreneur spirit, so, for instance, instant noodle and so many other products are from Osaka (referred Osaka-prefecture’s website) .
